Guaranteed Loan Management System
The Guaranteed Loan Management System (GLMS) Project is an initiative to replace an obsolete legacy system that relies on outdated Client / Server technology and which is no longer supportable or viable for the long term. The current system also does not meet the needs of the business community.
The project is intended to make the Guaranteed Loans businesses process perform more effectively, improve individual departmental productivity/teamwork and create the capacity to anticipate and to lead changes. Business transformation is necessary to effect a reduction in the paper burden and realize automation for current manual workflows associated with the current Guaranteed Loans management process and to re-engineer the Guaranteed Loans Management System.
Project Objectives
The proper management, control and accountability of Ministerial Guaranteed Loans which are guaranteed by the Minister are essential to ensure accurate reflection of the Department's contingent liabilities and accounts receivables resulting from defaulted loans which requires INAC to "pay out" the loan. As a result this project seeks to achieve the following main objectives:
- Provide a system that enables and promotes best practices for the Guaranteed Loans business processes - that are efficient, sustainable and automated, to the extent practical and cost effective;
- To streamline the Guaranteed Loans business processes consistently across all regions, Sectors, and the NCR;
- To provide a web-enabled system that is intuitive to use, is dependable with an architecture that is supportable and maintainable.

System Capability and Benefit
Some of the significant capability or benefits that will be provided by the GLMS Project include the following:
- Improved user interface (more intuitive and user friendly);
- Fully Bilingual - Web-enabled system;
- Provide the capability to review and approve new applications for MLG's;
- Implementation of a fully integrated MLG management, approval and reporting process for eligible recipients;
- Reducing to a minimum manual transactions and duplicate data collection and entry;
- Reducing the requirement for extensive reconciliation of data between systems;
- Providing enhanced reporting capability focused on performance indicators and measures that are result-based;
- Capturing information and data that is based on the principles of consistency, accuracy, completeness, comprehensiveness, relevancy, respect for privacy and single entry (no duplication);
- Integrated MLG system information with other systems information, i.e. CIDM and OASIS;
- Improved system functionality to better support the complete business processes and policies from both a program and a financial perspective;
- Enhanced transparency and accountability to client First Nations;
- Improved business processes and interactions with CMHC and lending institutions;
- Centralized historical transactions and documentation for each MLG;
- Enhanced tools to manage the department's MLG authority;
- Enhanced data collection procedures;
- Improved data integrity and data quality; and
- Improved financial information available for decision makers.
