1. Overview

This document provides the thresholds for professional services and construction, along with an overview of how these thresholds were established, for capital projects funded through the Capital Facilities and Maintenance Program (CFMP) and First Nations Infrastructure Fund (FNIF) authorities. The requirements for applying these thresholds is stated in section 7.5 of the Policy on tendering for First Nations' federally funded capital projects (tendering policy).

The thresholds will be reviewed and updated in 2028; however, significant changes in the market may trigger a review of the thresholds before 2028 to ensure that they accurately reflect market conditions.

2. Thresholds for professional services

The thresholds for professional services were established by taking into account Statistics Canada's price increase data for architectural, engineering and related services and the Bank of Canada's projected inflation rate.

Table 1 below provides the thresholds for professional services.

The following thresholds apply to all First Nation Bands in all regions, pursuant to section 7.5.1 of the tendering policy:

3. Thresholds for construction

The thresholds for construction were established by first developing a national baseline threshold. This baseline takes into account Statistics Canada's non-residential construction price indexes and the Bank of Canada's projected inflation rate. The baseline was then adjusted using Statistics Canada's remoteness index and ISC's Cost Adjustment Factor for each First Nation.

Threshold values have been rounded so that communities located in similar geographic areas have comparable thresholds.

Tables 2 – 10 below provide the thresholds for construction for each First Nation Band, organized by region.

The first threshold listed next to your First Nation is for design-bid-build and design-build contracts. The second threshold is to be applied to each contract under the construction management approach.

Each threshold should be applied in the following manner, per section 7.5.2 of the tendering policy:

  • An open competitive process is required if the estimated contract cost is equal to or greater than the threshold
  • An open competitive or invited competitive process is required if the estimated contract cost is less than the threshold but greater than 25% of it
  • An open competitive, invited competitive, or non-competitive process may be used if the estimated contract cost is 25% of the threshold or less
